National Academy of Public Administration of the President of Ukraine (NAPA) is the leading state institution in Ukraine specializing in training, retraining, and professional development of civil servants and local government officials.
NAPA comprises eight institutes, eight faculties, and 57 departments. Its academic staff includes 187 doctors of science and 437 candidates of science. The academy has regional institutes in Dnipro, Lviv, Odesa, and Kharkiv, established in 1995 and granted regional status in 2001.
The academy’s mission is to shape a professional democratic governance elite in Ukrainian society, grounded in modern scientific achievements and knowledge transfer technologies for effective public administration.
